The Right to Political Representation for Members of National Minorities in the Republic of Croatia, 1990–2004The goal of this article is to analyse the changes in the normative regulations concerning the political representation of members of national minorities in the Republic of Croatia in 1990–2004. These regulations are contrasted with their practical use. Furthermore, attention is turned to the political dimension of these issues, visible through the incessant amendments to regulations. The period from 1990 to 2004 was selected due to the fact that the first legal regulations governing this question were introduced in the Republic of Croatia in 1990, while 2004 saw the final constitution of the last bodies representing this group of citizens provided by law. Moreover, the author aims to prove that normative regulations on their own – even if favourable for minorities – are never sufficient to speak about protection of minority rights, if the good will to respect them in practice is missing. Okres ten został wybrany z uwagi na fakt, iż w roku 1990 wprowadzono pierwsze regulacje normujące tę kwestię, natomiast w 2004 roku ostatecznie ukonstytuowały się ostatnie ustawowo przewidziane organy reprezentujące tę grupę obywateli. Celem autorki jest skontrastowanie regulacji na poziomie normatywnym z praktyką ich przestrzegania oraz pokazanie, iż same gwarancje normatywne nigdy nie są wystarczające, aby można było mówić o rzeczywistym zapewnieniu praw obywatelom. Ponadto uwaga została zwrócona na polityzację tej problematyki, czego przejawem były niewątpliwe ciągłe zmiany przepisów.

Celem autorki jest skontrastowanie regulacji na poziomie normatywnym z praktyką ich przestrzegania oraz pokazanie, iż same gwarancje normatywne nigdy nie są wystarczające, aby można było mówić o rzeczywistym zapewnieniu praw obywatelom. Ponadto uwaga została zwrócona na polityzację tej problematyki, czego przejawem były niewątpliwe ciągłe zmiany przepisów.

Europeanisation of Political Parties and the Party Systems in Serbia and Croatia – Between Reality and Illusions The problem of the influence of the Europeanisation process on party systems became a "hit" at international conferences in European studies and political sciences just after the "big‑bang" EU enlargement in 2004. Although in the last ten years this research has often encompassed the party systems of many Central and Eastern European countries, it still seldom includes the post‑Yugoslav states. On the other hand, although some scholars had assumed that the EU's impact on party politics (including both political and organisational changes) in the new member states would be greater than in the old EU countries (EU‑15), in general their assumptions have not been confirmed. Of course we can find exceptions, though, and in the author's opinion one of these is the Serbian party system. In the first part of the paper the author deals with conceptualisation of the Europeanisation of political parties, examining theoretical problems above all connected with the question of how we should measure the significance of the influence of Europeanisation on domestic party politics. The second part of the article is devoted to the problem of Europeanisation of Serbian and Croatian parties as well as the party systems in both investigated countries. To examine this question, four of the five elements (leaving aside government‑party relations) of Ladrech's approach to the Europeanisation of national parties will be used.

Niniejszy artykuł jest poświęcony analizie przedterminowych wyborów parlamentarnych w Macedonii, które odbyły się 27 kwietnia 2014 roku. Ich głównym inicjatorem była reprezentująca interesy mniejszości albańskiej DUI, która dotychczas pełniła rolę koalicjanta rządzącej VMRO-DPMNE premiera Nikoli Gruevskiego. Kością niezgody, która doprowadziła do przedterminowej elekcji, była odmowa poparcia przez działaczy DUI kandydatury wspieranego przez konserwatystów i ubiegającego się o reelekcję szefa państwa - Borde Ivanova. Mimo to po wyborach doszło do odnowienia dotychczas rządzącej koalicji. Natomiast główny rywal VMRO-DPMNE - SDSM nie uznała ich wyników i konsekwentnie od kilku miesięcy odmawia objęcia zdobytych mandatów.

Na przestrzeni ostatnich dwóch dekad możemy obserwować wyraźny wzrost znaczenia regionalnych i etnicznych tożsamości, prowadzący do powstawania coraz większej liczby ugrupowań etnoregionalnych i regionalnych. Mimo to – podobnie jak w przypadku wielu innych, istotnych i aktualnych współcześnie zjawisk społecznych – zdania badaczy w kwestii przyczyn reetnicyzacji systemów partyjnych, funkcjonowania partii etnoregionalnych, ich typów czy relacji z demokracją pozostają podzielone. Celem artykułu jest przybliżenie toczącej się w tym zakresie dyskusji oraz zaprezentowanie na jej tle wstępnych wyników badań dotyczących funkcjonowania wybranych ugrupowań etnoregionalnych w Serbii i Chorwacji.

Celem artykułu jest przybliżenie toczącej się w tym zakresie dyskusji oraz zaprezentowanie na jej tle wstępnych wyników badań dotyczących funkcjonowania wybranych ugrupowań etnoregionalnych w Serbii i Chorwacji. ; The author carries out an analysis of the functioning of ethnoregionalist parties in Serbia and Croatia in relation to the theoretical principles presented in the paper and pertaining to the activities of ethnoregionalist parties (ERP). The paper aims to shed some light on the discussion on this topic and present the results of preliminary research into the functioning of selected ethnoregionlist groups in these two countries. The author believes that parties of this kind are changing both their postulates and strategies. Changes to the strategies of ethnoregionalist parties are significantly influenced by the policy of the state towards the minorities that reside in its territory and the policy of their respective native states.

In the literature on the Europeanisation of political parties and party systems, transnationalparty cooperation (TPC) is very often treated as a special and unique kind of Europeanisationof national political parties. In the case of CEE groupings, the term TPC includes various kindsof European partners, from Europarties, through political groups in the European Parliamentto sister parties from other, mainly West European states. The Europarties' role has beenperceived as "stimulating and supporting" the process of the development of parties in thisregion; adapting them to the European mainstream. The paper investigates the impact of TPCon political parties from selected post-Yugoslav countries, and tries to determine whetherthis cooperation has led to changes in their programmes or internal organisations. The articlealso explores if it caused any changes in domestic party systems of analysed countries. The last two years in Croatian politics can be seen as an important turning point. The most recent two parliamentary election cycles (2015-2016), as well as the presidential race held a year earlier, were both more interesting and more unpredictable than the previous elections. The objective of this article is to analyse and identify their distinguishing features as well as their significance and implications for the further functioning of the Croatian political scene. Owing to the fact that in both electoral cycles an important voice in the shape of the ruling coalition went to the party that came third in the election and, also surprisingly, this was both a newly established formation and to a great extent with an anti-establishment appeal, particular attention is focused on the appearance on the party scene of new political groupings. The article attempts to place them within the framework of the existing new party typologies and point to the main reasons for their electoral success, as well as evaluating their chances for survival on the party scene.

Artykuł jest poświęcony analizie przedterminowych wyborów parlamentarnych w Serbii, które odbyły się 16 marca 2014 roku, czyli niespełna dwa miesiące po rozpoczęciu przez serbski rząd negocjacji w sprawie przystąpienia do Unii Europejskiej. Parlament, wybrany w maju 2012 roku, został rozwiązany 29 stycznia na mocy decyzji prezydenta Tomislava Nikolicia. Tym samym głowa państwa przychyliła się do wniosku zgłoszonego przez rząd, w którym podnoszono, że do przeprowadzenia koniecznych, aczkolwiek bolesnych, reform niezbędne jest uzyskanie nowej legitymacji od wyborców. Głównym inicjatorem przedterminowych wyborów był lider Serbskiej Partii Postępowej (SNS) i pierwszy wicepremier Aleksander Vučić, który liczył na umocnienie w ich następstwie swojej władzy.

The article is devoted to the early parliamentary elections in Serbia, which took place on 16 March 2014, less than two months after the beginning of negotiations on accession to the EU. The parliament elected in May 2012 was dissolved on 29 January on the strength of a decision by President Tomislav Nikolić. The head of state's decision to dissolve the Skupština was based on the government motion which stated that painful reforms were in store for Serbia and that new legitimisation from voter was vital in order to implement them. Vesna Goldsworthy once stated that interest in the Balkans lasts as long as there are conflicts in the area. Furthermore, that interest is extremely superficial. Europeans prefer to fit inhabitants of the Balkans into lasting 'popular' stereotypes (clichés) rather than to become acquainted with them. On the one hand, the Balkan region is viewed as being the proverbial powder keg, an area suffering from the 'eternal' hatred of the nations inhabiting it and stained with the blood of their fratricidal strife; at the very least the region is a synonym of extreme retrogression and obscurantism, from whichonly European paternalism can save it. On the other hand—the brighter picture—the region is viewed almost like a ludic open-air folk museum, as in the films of Emir Kusturica. Those who are more inclined to hold the first view dream of the Balkans' escape to 'EU-rope'; the latter do not in principle oppose remaining in this idyllic land 'flowing with rakia'. The aim of the article is to analyze the discourse concerning the Balkans in two dimensions of social life—politics and art.
